October Is “Building a Stronger Coast” Month

Hurricane season usually starts winding down in October, and we can only hope that the season closes quickly this year.

This storm season has shown just how vulnerable our coastal areas are, with 13 named storms including two category 5’s (Irma and Maria) and two category 4’s (Harvey and Jose). More than a hundred people have died in the United States and territories, and millions of people are still struggling through the aftermath of these destructive storms. Our hearts are with them, including our FWS staff who are out on the front lines in Puerto Rico, the U.S. Virgin Islands, Florida and Texas.

Many citizens are wondering what can be done. As communities begin the arduous task of rebuilding what was lost, it’s important to consider how “natural” infrastructure can make coastlines more resilient — the marshes, wetlands, beaches, free-flowing rivers and oyster reefs that help absorb storm energy and reduce flooding.

Natural infrastructure can’t stop the storms from coming; but it can help lessen the impacts – immediately, and long into the future. Natural infrastructure reduces the impacts of storms and sea-level rise and helps communities recover more quickly. And these natural areas have huge value for wildlife and people all year round – in the form of ecotourism, outdoor recreation, cleaner water, cleaner air, improved health and more.

The U.S. Fish and Wildlife Service – along with many partners at the federal, state and local levels – is working with nature to build a stronger coast. We’ve been restoring marshes and beaches, building living shorelines, removing dams and conducting innovative science to help guide conservation efforts into the future.

In October we’ll be highlighting some of this work on our blog and through social media – including a dam removal in urban New Haven, Connecticut, a river restoration in Rhode Island, a beach restoration in New Jersey and more. Much of this work was funded in the aftermath of Hurricane Sandy, which closed out the 2012 storm season with a bang on October 29.

The destruction caused by Sandy provided a window of opportunity to help wildlife and people prepare for and adapt to a changing environment by creating a more resilient coast – one that uses natural infrastructure to help lessen the damage of storms and sea-level rise while providing important natural areas that wildlife and people need.

It’s a windy day at Gandy’s Beach, on the Delaware Bay side of the New Jersey coast, and everyone is having a hard time keeping their hats on. The waves are choppy, kicking up plenty of surf – the perfect weather for witnessing the benefits of the living shoreline oyster reef recently built here.

“When a wave hits, there are a lot of nooks and crannies in the reef that dissipate the wave throughout the whole structure or deflect it to the sides or down,” explains Eric Schrading, supervisory biologist at the U.S. Fish and Wildlife Service’s field office in New Jersey. “But none of that energy is forced into one particular direction, and that’s what the key is behind these – there’s a variety of directions that the wave energy can be dissipated.”

Schrading is standing on the shore with fellow FWS biologist Katie Conrad and Nature Conservancy partner Moses Katkowski. They are some of the key players behind the living shoreline project at Gandy’s Beach to repair and build coastal resiliency in the wake of Hurricane Sandy. The project is funded with $880,000 from the Hurricane Sandy Disaster Relief Appropriations Act of 2013.

The living shoreline oyster reef, located just offshore, creates a natural defense system against the ongoing erosion and flooding that plague this coastline and community. Historical records indicate the Gandy’s Beach shoreline has eroded by 500 feet since the 1930s – and, with climate change bringing more frequent and intense storms and rising seas, the rate of erosion is likely to pick up.

“All the wave energy goes up on the beach or, where there’s little beach, it hits the marsh mostly at the roots,” explains Schrading. “So it just keeps hitting over and over again, and creates this scalloping effect where it takes away the soil underneath the vegetation, the vegetation then slumps in and you have continued erosion.”

Since 2014, the partners – along with help from dozens of volunteers – have built more than 3,000 feet of living shoreline oyster reefs along the coast at Gandy’s. Once in place, the structures recruit new oysters and eventually build up to be a self-sustaining reef system.

“We’ve been surprised at how many oysters have been recruited since we started this project,” says Conrad. “We put out pilot reefs in the summer of 2014 and they accumulated a lot of oysters.”

Hurricane Sandy dealt a massive blow to Gandy’s Beach and surrounding areas, so making this coastline more resilient to future storms is crucial. The living shoreline protects about one mile of sandy beach and adjacent salt marsh and is projected to reduce incoming wave energy by up to 40 percent.

“Maybe with major hurricanes these structures themselves won’t do much, because everything’s going to be under water, the structures will be 12 feet underwater,” acknowledges Schrading.

“But on days like today you see their value because you have a strong fetch that comes across the bay, and the first thing that it hits is the sandy beach or the marsh areas. But if you have these living structures in place, it basically takes that energy out of the wave before it hits the beach – it reduces a lot of wave force, which causes erosion in the first place.”

Four Years After Hurricane Sandy

This week marks the 4th anniversary of Hurricane Sandy, an event that lives on in the minds and hearts of many of us who call the East Coast home.

In the wake of Sandy’s destruction, the U.S. Fish and Wildlife Service received $167 million in federal funding to strengthen natural defenses and protect communities and wildlife along the Atlantic Coast from future storms.

Four years later, here’s a by-the-numbers look at what we’ve done to build a stronger coast as of October 2016:

  • 3,500 tons of hurricane debris removed from refuges;
  • 5 badly eroded beaches restored on Delaware Bay;
  • 7 refuges installed with solar and back-up power;
  • 20 refuges repaired for visitor and staff safety;
  • 6 dams removed to improve river flow and reduce flood risk;
  • 4,000 acres of invasive species treated;
  • 30,000 feet of living shoreline developed;
  • 1000s of native plants planted to restore wetlands, rivers and marshes;
  • 4 breaches fixed, 9,000 feet of shoreline restored, 500,000 plugs of beach grass planted, 1,000 acres of marsh seeded, and 25 miles of channels dredged at Prime Hook National Wildlife Refuge – one of the largest coastal restoration projects on the East Coast.

Some highlights of our 2016 work:

Removal of the 150-foot-long Hughesville Dam on the Musconetcong River in New Jersey to restore fish passage and reduce flooding risks for the local community – a project that caught the eye of Secretary of the Interior Sally Jewell, who toured the site in September.

Completion of a 21,000-foot living shoreline  at Glenn L. Martin National Wildlife Refuge in Maryland’s Eastern Shore to protect tidal wetlands that support a crab fishery essential to Smith Islanders – and that help buffer this island community from storms and sea-level rise.

Removal of the Pond Lily Dam in New Haven, CT, where local community members and politicians mobilized to bring attention to the flood risks of this dam. In April 2016, volunteers planted native vegetation at the dam site to help stabilize the riverbanks and create an urban nature park for the community.

Completion of a $38 million marsh and beach restoration and resilience project at Prime Hook National Wildlife Refuge in Delaware. The work is already showing signs of success — including helping to absorb impacts of storms and heavy rains to attracting record numbers of wildlife such as horseshoe crabs and migratory birds.

Engagement of dozens of student volunteers to help build oyster reefs – along Delaware Bay in southern New Jersey and Chincoteague National Wildlife Refuge in Virginia – that will filter water and buffer the shore from wave energy.

Science tells us that the future will include more intense hurricanes and storms like Sandy, causing more damage to coastal ecosystems and communities. In fact, a recent study predicts disastrous floods like those seen during Hurricane Sandy may hit New York City 17 times more often in the next century.

With anticipated rising sea levels, more frequent and intense storms, shifting seasons and higher temperatures, we need to continue to work together to better understand and adapt to changing conditions. Strong natural defenses will help all of us better weather future storms.
