Introducing Nancy Finley, Refuge Manager at Chincoteague National Wildlife Refuge

This summer, Nancy Finley joined the fabulous team at Chincoteague National Wildlife Refuge in Virginia as the new Refuge Manager. Nancy is joining the Service in the northeast from the National Park Service in Nebraska. To get to know Nancy a bit better, we’ve asked her a few questions: here’s what she had to say!

1. How did you become interested in pursuing a career in environmental conservation?

I was always the kid that was outside and mucking around with things. I would always be bringing home some animal I found, alive or dead, creating some squeamish moments for my poor Mom. We lived on the coast and I was constantly in the water.

In high school, a biology teacher was working on his Ph.D. He was researching why diamondback terrapin populations on this barrier beach were declining, and because he was still teaching and needed assistance in the field, he created field internship opportunities. I jumped at the internship and started going out to the beach with him every day after school, every weekend, and all summer. At 14, I was one of his primary go-to field hands and put thermistors in turtle nests, radio tracked turtles, monitored for nesting, did beach profiles. You name it, I was there. I loved it, and was hooked on conservation ever since. I worked with him through the completion of his doctorate, and years after, we are still in touch and still laugh about some of the old days! I am grateful to him for exposing me to science in a formal way, and I entered college knowing exactly what I wanted to be – and never turned back.

What do you enjoy most about working in the conservation field?

I am a hands-on gal for the most part. That is why I love working in applied sciences, where you can see the results of your decisions and can adjust as need be to make things better. Both National Park Service and U.S. Fish and Wildlife Service offer a great opportunity to do a variety of jobs within the job. I was up at Pictured Rocks National Lakeshore acting as the superintendent this last fall, and this wicked storm came through with sustained 40 knot winds and gusts over 100 knots. It was an incredible storm to watch, very powerful. It pushed a good bit of Lake Superior into the area that the park headquarters sat on and knocked down a lot of trees. I stayed at the office until about 10 p.m. that night, getting pumps going to remove water that was coming up through the basement of this historic Coast Guard station. Volunteers came in from town and helped us remove trees from the cross country ski trails so that they would be up and running quickly. Staff from all programs just worked together to get the job done with the community, and we helped with issues in town, as well. These moments of pulling together with the staff and the community are just so gratifying. I try to make every day like that in small ways; you don’t need a major event to keep those philosophies close at hand.

How do you think Chincoteague will be different from your previous experiences?

Every place I have been is so different,  and I really enjoy learning new things. I have lived in coastal areas that are important tourist destinations, but I think Chincoteague is unique in that it is in a generally rural area, and then suddenly gets this influx of visitors. I think that is something to consider in balancing visitor enjoyment with the needs of the community and, of course, protection of resources at the refuge. I have a lot to take in and learn.

What kind of experience do you want visitors to have at the refuge?

I would like them to really see the place for what it was intended, a place to experience wildlife, specifically migratory waterfowl, experience the unique coastal habitat, take in the salt air, and relax. I know Chincoteague is known for the beach but there is so much more to see and I would like to see visitors have those other experiences too. But yes, also come to recreate and have fun, that is important too.

What are your favorite outdoor hobbies?

I like to do anything outside. My husband and I fish and boat, although that’s been a challenge in Nebraska! I like to walk a lot with my four year old golden retriever as my sidekick – he is the beautiful one in the family.

Do you have a fun story or memory you would like to share?

I was doing aerial surveys for sea turtles off the coast of Virginia in an old de Havilland Beaver and I was very focused on the line I was surveying (and seeing lots of sharks down there). But all of a sudden I hear the plane start sputtering and coughing and I look over at the pilot and he is holding a knob in his hand. The knob was the switch that switched from one fuel tank to the other, and it broke! Thankfully after the tank switched over, the plane stopped coughing. Pheww!

Our wild summer

Few experiences can rival spending a summer working on a national wildlife refuge. In partnership with the Hispanic Access Foundation, the Connecting Latinos to Natural Resource Conservation program has provided this experience through a highly competitive application process.  Last summer, 11 college students participated in 12-week internships to help connect them to work in conservation. The interns were introduced to careers in natural resources at seven wildlife refuges and participated in training that included real-world public education, interpretation, communications, conservation, and wildlife rehabilitation.

“…It’s about fostering profound experiences with nature on a societal level. I believe that they make a difference in our environmental ethics and stewardship, which is critical in this day in age. As an environmental educator, I do my best to have kids explore their local environment through a variety of sensory activities. This approach can help minimize the fear of dirt, the disgust of insects, and the rejection of unappealing objects. While it’s hard to quantify how much my work positively influences these children, personally it’s the amount of effort that matters… The HAF internship has taught me the importance of building relationships in order to accomplish a common goal. I believe relationships are meant to foster creativity and intersect ideas that would facilitate that process of accomplishing it. For instance, Providence Playcorps staff and I shared an interest in using play as a means to activate Providence’s neighborhoods. They relied on me teach groups of children about nature, while I relied on them to send me to different local parks. While the process of meeting and coordinating was not easy, at the end of the day the people who benefit most are the children.”

Back to School: A Turtle’s Head Start

It’s that time of year once again! As summer adventures come to a close, students begin shifting gears and buckling down for the year of learning ahead. For students in 22 lucky schools throughout Massachusetts, they’ll be sharing their classrooms with some tiny turtles who are looking to get a little head-start on their year too.

For Blanding’s turtles in Massachusetts, a head-start in schools can have a huge impact on their future. Biologists from the Eastern Massachusetts National Wildlife Refuge Complex and their partners across the state have discovered that allowing the hatchling turtles to grow a bit bigger and stronger in captivity for their first nine months of life can greatly improve their chances of survival in the wild.

The Blanding’s turtle is a semi-aquatic freshwater turtle that typically uses vernal pools, marshes, and slow-flowing wetlands for breeding and feeding. They can be identified by their highly-domed top shell, or carapace, and their unique bright yellow chin and throat that creates a turtley cheerful grin. Unlike some other freshwater turtle species, Blanding’s turtles cover a lot of ground, up to a mile, while searching for wetlands and suitable nesting habitat.

When Blanding’s turtle hatchlings emerge from their nests, only around 1 in 5 of the quarter-sized, defenseless (their shells are actually soft after hatching) turtles avoid becoming a snack-sized bite for lurking predators in their first year. While low survival of hatchlings is common in many turtle species, Blanding’s turtle populations are in particularly serious decline due to a number of factors. This decline is partly because the long-lived turtle doesn’t reach sexual maturity until 15-20 years of age, making it very important for turtles to reach adulthood and reproduce. This can be especially challenging for adult Blanding’s turtles who frequently cross roads and other hazardous landscapes. Currently, the species is under review to determine if federal protection under the Endangered Species Act is warranted.

A portion of the hatchlings from each nest are randomly chosen for the head-start program and the remaining turtles enter their habitat as they naturally would. Raising the turtles in captivity during their first year before releasing them into the wild helps them grow to a larger size more quickly, decreasing their chances of being predated. During head-starting, the newly-hatched turtles are fed daily and kept in warm water, allowing them to grow three to four times faster than they would in the wild. Once they’ve grown for nine months, the turtles are released back into the wild. With this extra growing time, their first-year survival rate jumps to close to 80%, with an even higher chance of survival in subsequent years as they get even larger.

Blanding’s turtles aren’t the only ones benefiting! Students play a huge role in the growth and development of the turtles, while also gaining hands-on experience with scientific techniques and wildlife management. Students also learn about the challenges facing the turtles and their own environmental impacts.

Brian Bastarache, Natural Resources Program Coordinator at Bristol County Agricultural High School in Dighton, MA, has been one of the leading advocates for the use of head-starting to combat declining turtle populations. Brian and his students have been raising the majority of the program’s Blanding’s turtle head-starts every year since 2009 as well as working to head-start the federally endangered northern red-bellied cooters. He thinks the experience students gain from working with the turtles is more beneficial than any worksheet.

“Real-world work is real. Classroom lessons are simply trivia without an understanding of its application, and turtles happen to be well suited for this lesson. Students also foster a positive appreciation for their own capacity to engage in their work and contribute to a larger conservation effort.”

For Bristol County Agricultural High School Alumnus Kourtnie Bouley, the message of wildlife conservation inspired her to pursue a two-year internship with the Service, where she helped protect the nests, gather the hatchlings from the field, and process the turtle hatchlings at the refuge after helping to raise them as a student.

“Helping to head-start the turtles really helped connect what we were learning in the classroom to a real life conservation strategies. The overall satisfaction of being able to make a difference in the long term survival of this species was very rewarding. My experience with the Blanding’s turtles came full circle once working with the Service.”

Currently, the largest population of Blanding’s turtles in the Northeast resides within  Eastern Massachusetts National Wildlife Refuge Complex. The population is so healthy and stable that it allows a portion of the head-started turtles to be introduced into new areas within their historic range. With numerous wetlands and upland nesting habitat, Assabet River National Wildlife Refuge in Massachusetts (also within the Eastern Massachusetts NWR Complex) provides an ideal location for reintroduction. Since the program began in 2006, over 900 Blanding’s turtle head-starts have been released to the refuge. With another good season of hatching success this summer, the one-thousandth Blanding’s turtle head-start could be released next spring.

The long-term success of this program will not be known for several years, but if successful, it could result in the third or fourth largest population of Blanding’s turtles in the northeastern United States. And to the dedicated biologists, partners, teachers, and students involved with the head-starting project, it has already provided unforgettable experiences and long-lasting memories.
